Fair Use websites are a way to do discussion, reviews, and other commentary about topics that might be trademarked, copyrighted, or patented.
The basic idea, as we understand it, is that if someone is not intentionally hurting a rights holder, and simply wants to do reviews or other commentary that is more educational in nature, then it is allowed. The owner of the intellectual property cannot force you to take the site down, if it is a Fair Use site. Fair Use is a complicated area and if you are considering doing a Fair Use kind of website, you should do your research first.
